Having been in law enforcement for a number of years as a prosecutor, it’s not uncommon for me to get calls about what’s known as 1983 civil rights cases. One of the patterns that I’m seeing happen recently is a number of people have been incarcerated in various parts of the state, usually in county jails of some kind.
